Mr. Le Duc Hieu, a bus driver on the Hue - Dong Hoi fixed route. To ensure compliance with regulations and to be granted a badge by the authorities, Mr. Hieu was forced to install a dash cam on his vehicle. “The camera records all the driver’s activities, so the driver must always strictly comply. Any negligence in speed, route, or working time of the driver will be punished by the authorities,” Mr. Hieu shared.

The regulation is that drivers are not allowed to drive for more than 4 consecutive hours and the total driving time in a day must not exceed 10 hours. Drivers and assistants strictly comply with the Road Law and the Road Traffic Safety Law and regulations on passenger transport. Drivers and assistants absolutely do not use alcohol or stimulants while serving passengers. However, not all drivers are aware of these things while driving even though their vehicles are equipped with dash cams. There are many cases where vehicles violating transportation regulations have had their badges and signs revoked by the authorities.

Previously, through checking and monitoring dash cams, the functional forces of the Department of Transport (now the Department of Construction) revoked the badges and plates of many violating vehicles. Among them, there were many vehicles that repeatedly violated speeding-related violations. There were cases where vehicles violated speeding up to hundreds of times. This is unacceptable for every driver.

Revocation of badges and signs is a matter of course, but drivers and vehicle owners are also subject to administrative fines of huge amounts. Tightening the management of means of transport is always a problem for authorities in Hue City. The problem is not only administrative fines but also changing the traffic awareness of drivers.

Strengthen coordination and strict handling

The Traffic Police Department of Hue City Police continues to strengthen coordination with the functional forces of the Department of Construction to both impose fines and propagate, aiming to raise traffic awareness of drivers. At the same time, review and regulate the installation of dash cams for cars (or car journey monitoring devices).

According to regulations, passenger transport vehicles, freight transport vehicles and shuttle vehicles must be equipped with a journey monitoring device. The vehicle's journey monitoring device must operate continuously while the vehicle is in traffic.

Before driving a vehicle, the driver must use his/her driver identification card to log in information through the card reader of the vehicle's journey monitoring device and log out when driving is finished to serve as a basis for determining continuous driving time and working time during the day.

Through extracting data from the journey monitoring device of each vehicle in 1 month, it shows that there are 5 speed violations per 1,000km of vehicle travel (not including cases of speed violations of 5km/or less). For drivers who intentionally violate traffic laws, the Department of Construction resolutely does not issue transport business licenses; temporarily revokes, permanently revokes transport business licenses; indefinitely revokes badges and signs of transport business vehicles issued to organizations and individuals whose vehicles violate the law.

The Traffic Police force is assigned to manage, operate, and use the data management system of journey monitoring devices (journey monitoring cameras) and driver image recording devices (in-cabin cameras) of automobiles. According to regulations, journey monitoring devices are installed on commercial vehicles, tractors, ambulances, and road traffic rescue vehicles. Driver image recording devices are installed on commercial vehicles with 8 or more seats (excluding the driver's seat), tractors, ambulances, and road traffic rescue vehicles.

“This is to serve the work of ensuring security, order, road traffic safety and handling violations, and state management of road transport. Data is connected and shared with the Ministry of Construction , Department of Construction of provinces and cities and relevant agencies according to the provisions of law,” said Lieutenant Colonel Nguyen Anh Tuan, Head of the Traffic Police Department of Hue City Police.
