According to the official dispatch, based on Resolution No. 60-NQ/TW dated April 12, 2025 of the 13th Party Central Committee on continuing to reorganize the apparatus of the political system; Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on reorganizing provincial-level administrative units; Conclusion No. 150-KL/TW dated April 14, 2025 and Conclusion No. 154-KL/TW dated May 17, 2025 of the Politburo on appointing personnel for provincial-level Party committees when merging and consolidating administrative units; Instruction No. 18-HD/MTTW-BTT dated June 2, 2025 of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on supplementing a number of contents on implementing the organizational arrangement of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State (provincial and communal levels); based on the Charter of the Vietnam Trade Union, the Presidium of the Vietnam General Confederation of Labor requests the labor federations of provinces and centrally run cities to implement the organizational arrangement and personnel work of provincial-level trade unions, commune, ward, and special zone trade unions as follows:
1. On the issuance of documents to terminate the activities of provincial and district-level labor federations, local industry trade unions and equivalent:
a) For provincial labor federations
The Presidium of the Vietnam General Confederation of Labor proactively issues a decision to terminate the activities of provincial-level labor federations subject to reorganization (provincial-level labor federations do not have to carry out procedures to submit to the Vietnam General Confederation of Labor).
b) For district-level labor federations, local industry unions and equivalent
When the competent authority issues a decision to terminate the operation of the district level, the standing committee of the provincial labor federation shall proactively issue a decision to terminate the operation of the district labor federation, local industry trade union and equivalent.
c) Records and documents of provincial-level labor federations subject to rearrangement; district-level labor federations, local and equivalent industry trade unions, and grassroots trade unions upon dissolution shall be transferred to the new provincial-level labor federation for management.
2. On the establishment of provincial-level labor federations when reorganizing, commune, ward, and special zone trade unions
a) For provincial labor federations:
- Provincial labor federations subject to rearrangement: When rearranging provincial administrative units, the standing committee of the provincial labor federation that is determined to be the political-administrative center of the provincial administrative unit after the rearrangement shall preside over and coordinate with relevant agencies to develop a project (including personnel work), report to the competent Party Committee and the Vietnam General Confederation of Labor to propose the establishment of a provincial labor federation of the new administrative unit.
The number of executive committee members, standing committee members, vice chairmen, inspection committee members, and vice chairmen of the inspection committee must not exceed the total number of existing members of the provinces and cities before the arrangement (after deducting the number of retired, resigned, or transferred employees).
Units do not propose to appoint personnel to participate in the executive committee, standing committee, inspection committee and positions of provincial-level trade union officials for the 2023-2028 term for officials who do not meet the standards, conditions and age for re-election for the 2026-2031 term (expected to have a provincial trade union congress in the first quarter of 2026).
The personnel appointment dossier includes: Submission; written opinion of the competent Party Committee; list of personnel's resumes (Form ML); CV according to Form 2C/TCTW-98 for comrades participating for the first time. The personnel dossier must be sent to the Vietnam General Confederation of Labor (via the Organizing Committee) before June 25, 2025 for appraisal and issuance of the appointment decision.
- Based on the above proposal, the Presidium of the Vietnam General Confederation of Labor issues a decision to establish a new provincial labor federation, and at the same time issues a decision to appoint an executive committee, standing committee, inspection committee and other staff positions as prescribed.
b, For commune, ward and special zone trade unions
The Standing Committee of the provincial labor federation issues a decision to establish a commune, ward, or special zone trade union, appoints an executive committee, standing committee, and staff positions according to regulations.
At specialized agencies and public service units, trade unions still establish trade union organizations under the direct management and direction of provincial-level labor federations.
The Presidium of the Vietnam General Confederation of Labor requests the standing committees of labor federations of provinces and centrally-run cities to study the above contents for implementation.
